What a response says

{answered} of the {threshold} witnesses {aid} designates answered about it, which is short of the threshold its own controller declared, so I have not written it down. I had nowhere to reach: {unreachable}.

The placeholders are filled from aid, answered, threshold, unreachable, which travel positionally in the args member of the response.

What to do

Retryable: a witness that is unreachable now may answer later, and nothing has been written either way. Where a witness is listed as unreachable, resolve that witness's own OOBI first — only a witness can publish its own address, so a newly designated one may be unknown to every other party in the exchange. This is a third quorum: not the receipts an event needs (e.state.pending.witness.r), and not agreement between sources about a state (e.state.pending.agreement.r), but how many designated witnesses replied.
