That identifier has no delegator, so there is nothing for anybody to approve.

Retrying the same thing changes nothing.

What a response says

{aid} was incepted without a delegator, and a delegation is committed at inception — so it cannot acquire one later.

The placeholders are filled from aid, which travel positionally in the args member of the response.

What to do

A delegated AID is the digest of an inception naming its delegator, so the relationship cannot be added afterwards. Mint again with delegator= if that is what was wanted.
