What to do

Neither file is wrong on its own — the charter's command and the declaration's reads disagree. Either grant the path a read, or name one already inside: /usr and /etc are bound on every declaration, which is why an interpreter is written as /usr/bin/python3 rather than taken from a venv, whose binary is a symlink out of the bind set.
