What a response says¶
The exchange is an IPEX {verb}, and the negotiation verbs — apply, offer, agree — are deferred until a consumer actually negotiates disclosure (tick 3fyx).
The placeholders are filled from verb, which travel positionally in the args member of the response.
What to do¶
heti speaks grant, admit and spurn: issuance and direct presentation. Refusing the rest by name is deliberate, so the deferral reads as a decision rather than a bug.
